The song is from the 80s, predating everything you mentioned (except WWII, obviously).  
It’s about the Cold War.  
And it’s not “war music” as you call it, it’s an anti-war protest song.  
Nor is 99 luftballons heavy metal.

It’s a beautiful song, but not many know this is actually an anti-war protest song. At the end of the song all is in ruin and pretty much everyone is dead
