I think a wedgie or two is pretty reasonable compared to the people calling for her to be exiled/executed/whatever. If nothing else, maybe the hand is just irritable mall staff that had to clean up the ice cream she left all over the floor. >:l  
Although, looking at the image again, it kind of looks like her pants were already borderline atomic.
