Well the movie says that it was Storm King who led the attack on Mount Aris, and Princess Skystar doesn’t mention Tempest when recounting the Hippogriffs’ story. And the prequel comic ends with Tempest immediately telling the King of Equestria after joining him. So one can assume he must have invaded Mount Aris a while back, likely while Strife was still his second-in-command.
