So despite everything, it makes perfect sense for him to be this way. It’s not right but it makes sense.
His views would have held more weight had the non-pony students not been from races or ethnicities that were allies of Equestria. Had the students been Storm King style Yetis, Centaurs, Bugbears and just about any chaos deity other than Discord, I think he would have been slightly more justified.
Which just makes this scene even funnier because it implies there was active consent:

“Other races” aren’t monoliths.
This show has done a great job of having both good and evil characters who are ponies, as well as other creatures. What it demonstrates is that a pony like Cozy Glow or King Sombra are just as capable of being evil as a monster like Tirek or Chrysalis.
Similarly, ponies like the Mane 6 are just as capable of being good as other creatures like Spike, Zecora, Discord after his reformation, Thorax, the Student 6, etc.
And for all Neighsay’s talk of Equestria being “for ponies,” the land seems to also be the native home of other non-pony equines like donkeys and mules as well. Bovines like cows are also treated as ordinary Equestrian citizens rather than presumed to be foreigners from other lands, so there’s already some degree of “racial integration” in Equestrian society even before we factor in the creatures from other lands like griffons, changelings, etc.
The idea that other races in their entirety are threats is where Neighsay went wrong. He had generalized distrust of non-ponies, rather than a realistic appraisal of threats from the outside (or inside).
