While I do agree that this image should be considered questionable, I disagree with you citing Nipples on breasts and sexualized touching of nipples. First, for the nipples on breasts, the guidlines for the suggestive rating says this:
 
→Prominent low-detail genital, anus, or nipple outlines in clothing
 
For Starlight’s nipples, it is very low detail, although we can see it. I’d say it’s nowhere near detailed enough to be listed as one of the reasons.
 
Meanwhile, for the sexualized touching of nipples, we have absolutely no clue about whether or not Trixie is holding her breasts by the nipples. First, her chest is covered up for the most part, second, her fingers are digging into her breasts so even if she was holding onto her nipples we wouldn’t be able to tell, and third, in the followup image (>>1908988), we can’t see a nipple outline on Trixie’s shirt, even though she has now let go, so I don’t think that the nipples on her breast are considered prominent enough to even be a factor in this.
 
So basically what I’m saying is that you’re wrong about the nipple parts, but it should still be questionable simply due to the size of their breasts.

People keep tagging this as suggestive. This is questionable because:
 
→Nipples on breasts (outlines of Glimmy’s nipples)  
→Extremely disproportionately large breasts, butts, or appendages (Trixie is expanding her breasts to a level that would prevent standing)  
→Sexualized touching of the following areas:  
→→Nipples (Trixie seems to be grabbing her boobs by her nipples)
