A lot of kids series release compilation DVDs alongside box-sets, usually of the most popular, or of episodes that fit a particular theme, in order to cater to their primary audience - children, and the parents who want a “favourite” disc to stick in the player so they can shut the terrors up for an hour or two.

Keep in mind, this is the type of DVD that sells - the parent can put it in, and the kids stayed glued to the screen filled with pastel colors for a few hours.
I’m sure we’ll get an S4 release in time but remember that we’re the minority in the home media purchases.

The only thing I could think of is that PAPie gives them a combo AJ/Pinkie episode, leaving poor Rainbow without a featured episode on this.
99% sure that there’s no legal reasons Pinkie Pride couldn’t have been on - any modern contract for guest voicing would include perpetual use for home media, etc.
