Hmm, now I wanna go boot up DOSBox and make a Twilight Sparkle or Rainbow Dash color scheme in my copy of Windows 3.1. That sounds really really really really uber-swell, I think I will go do that right now.
Honestly though, having this color scheme is asking for more eye-ache than playing Nitro-Fueled Electron Avenue over and over again while looking directly into the sun during a solar eclipse.

You know, I don’t think that’s quite polite, or any mature way, to treat another adult. My opinion is valued as much as yours in America, so I find it quite rude that you would call me a punk just because I find Window 3.1 a horrible choice for this picture. It’s not that hard to change your color scheme, wallpaper, and other features using some built-in features on Windows 7-8. Yeah, it may take you a while to nail down what does what, but it’s possible. A solid OS is one where it can direct you WHILE you’re searching for files, in my opinion.
I was not making any remark about previous generations of computers besides the fact that OP could have chosen a more resent OS, made it look aesthetically pleasing according to the color scheme of Sunset, and I believe this picture would get a lot more props purely for the fact. Even more than that if they included the steps so that others could make a custom layout to make their entire setup Sunset Shimmer.
On another note, if you really wish to know what I think of Windows 3.1, then here it is:
Windows 3.1 was a solid OS, but included processes that didn’t need to be applications (or shortcuts to those applications) that just made things more convoluted than they needed to be.
