Not really all that surprising- she’s got a truckload to do running a kingdom (principality, actually, but eh), so she might simply not be well-trained. She might have power, but no technique to fall back on when the enemy has just as much (or even more) power.

You know what’s really sad? When we take the whole series into account, Twilight is a better fighter then Celestia.
 
During her fight with Nightmare Moon, Twilight let Nightmare come at her, then teleported behind her to grab the Elements. Celestia just tried to brute force it out and goes all Beam-O’-War.
 
She needs to do some training with Piccolo!

Twilight’d be all like “You, we got da elements.”  
Celestia would say “Nah, no need bro” pwn some fool with uber magic and everything would be fine. It would be glorius.
