first of all, reboot your tablet PC device, then
try to do stuff shown in this video.
not sure if this’ll be working with tablet PC, but if you have Wacom, you don’t need to reboot your device every time when you have pressure sensitivity problem, you can just reboot tablet service itself in command prompt as administrator with this lines:

Net start WTabletServicePro@
2gb of RAM for Ps is really nothing, especially for latest versions, with this RAM amount allocated for Ps, you’d better use CS5 or CS6 really, these versions less resource hungry.
or add RAM to at least 8gb overall, and let Ps use 4-5gb.
