I love that idea for Dinky as well! I can see her committing to it so hard she throws all her shoes away without a second thought once she decided to go barefoot like Derpy. And of course, if Derpy is her mother, she wouldn’t stop her either. If she can’t keep track of her own shoes, I doubt she’d keep track of Dinky’s.  
And going barefoot would really give Cozy an air of innocence too on top of making her cuter. She’d even arrive at Ponyville completely barefoot with no shoes at all, and would stay that way even at the School of Friendship.
