Can't find an image with reverse search

I feel quite sure this is on Derpibooru somewhere, but I don’t know what tags to search for, since it’s not under sanity slippage, though it should be.

I’m trying to find an animation but I don’t have a reverse search function, if anyone could help, I’d be appreciated

What do you know about it?

If it is on here, its not tagged with ‘text’. I did manage to find the image on e621 though but no artist is listed and the source is dead so I can’t use that to help search.
