To add further depth to this notion:
Besides outright violent exclusion, the less-than-Nazi-Racist fascisms of something like Esatado Novo attempted to create a program of the nation as a whole community, from Africa to Europe, against local or regional class interests at home or even abroad. At a surface level program of image, Angolans were expected to fulfill their duty as being members of the Portuguese community and keep quiet based in part of the same vague bourgeoisie promise of “if we all get along, we’ll be rich”. This sort of politics can be extended out to other regimes: if the Blacks just settled into their role in society than South Africa would be fine. If the Koreans and Taiwanese just accepted being Japanese they would be fine. If the Blacks just accepted that the Whites have their best interests in mind Rhodesia would be fine.
It of course serves to attempt to hide the social and political contradictions that underlie colonial and capitalist exploitation. But are hardly unique in-and-of-themselves to Fascism. And it’s worth pointing out the small caveat that makes any generalized list of “rules” or “features” of ideological Fascism that makes Ur-Fascism a unrealized, and self-admitted useless text, and everything that comes out of it:
These features cannot be organized into a system; many of them contradict each other, and are also typical of other kinds of despotism or fanaticism.
To also keep going and reference back earlier: the segregationist plans of George Wallace were hardly unique, are never unique, and will never be unique to him. He’s merely a popularly known figure of what was a great hundred-year institution of the end of the Civil War and the failures of Reconstruction. Which came into being as a notion among even mild-mannered liberals of the 1860’s that Black and White society have to be independent; if not for deranged and false ethnologic reasons, then because the fact slavery existed at all and made the two populations entirely antagonistic to one another. The program began almost immediately on the succession of Andrew Johnson to the precedency after Lincoln’s death. It wasn’t ever master-minded by modern politicians of the mid-20th century but a program allowed to exist under liberalism in alliance with the aristocratic revanchism of the South to simply move on past an otherwise grand and progressive war.
