Currently, the description of full package futa is as follows
 
Futa with both penises and balls.
 
This is incorrect as the commonly accepted thought is that “full-package” refers to penis, balls, and vagina (tag definition example from danbooru included below)
 
An intersex subject (futanari) depicted with vagina, penis, and testicles – the “full package”, so to speak.

The implications should also be updated to reflect that fact

As far as this site is concerned, we don’t necessarily follow in lock step with other site’s tagging, just what makes sense for us.
 
You’ll likely need to wait for staff to weigh in on this matter for a more authoritative answer, or course.

We use herm to refer to a futa with male and female genitals on this site (and of course it’s in need of cleaning again). It in conjunction with full package futa should serve in searching for what you’re describing.
As far as this site is concerned, we don’t necessarily follow in lock step with other site’s tagging, just what makes sense for us.
You’ll likely need to wait for staff to weigh in on this matter for a more authoritative answer, or course.
 
Even if that were true, it seems that the majority of users don’t see it that way, and from that perspective I would find it to be more useful to come into consensus with the general tagging perception, so we don’t create confusion where there doesn’t need to be any.

imo, full package futa is a useless tag as most futa on the site have dick and balls and the ones that DON’T are a rarity.
 
And if it meant herm, then that already exists and is tagged better.
 
So truly I see no point to it.
