If you want to make a new tag, type what you want right into the tag creation box. If it doesn’t exist yet, it’ll be created when you upload.  
That being said, especially if you’re not super familiar with uploading and tag creating, it’s a good idea to come here and ask the mods if creating a new tag is a good idea. Since I don’t know FoE well, I can’t tell if these tags would serve much of a purpose. Your proposals could probably be shortened though, such as level 3 (project horizons). Also I don’t think commas are supported by tags, at least not easily, and IMO tags shouldn’t be long enough to warrant them.

They are relevant based on this:  

 
They basically represent each cyber “level” a pony can go to, although in this case, it’s the number of times Blackjack upgraded (Levels 1-5).
 
By the time she got to what I call “Level 6”  
 
she wasn’t really in control anymore (Cognitum was), but my headcanon makes each level active by transformation, thereby I term it Level 6 (Cognitum).
 
Sorry if that’s a little confusing, it’s mostly Vector-Brony’s vectors and my headcanon for FO:E: PH combined.
 
If I do any artwork of these transformations, however, I accredit them to my headcanon and (partly) what the Project Horizons creator Somber described. Therefore, these level tags are necessary.

Those images you inked above don’t appear to be on this site. Can you give a link to one of the images you are trying to tag?
 
For example, on this image, what is the tag that you are trying to add to it?

Ok … these images are from 6 years ago. Are these new tags really apropos for them?
 
You aren’t the artist or the owner of the OCs as far as I can tell. Are these your own vanity tags? Or are they actually related to the original characters?
 
I’m sorry if the answers to these questions should be obvious - I’m just looking at the original images on DeviantArt and at the tagging history on the images, and I’m curious why these tags are appropriate now, given that the images are 6 years old.
 
I guess what I’m asking is, are you adding legacy information to the images? Or creating new classifications for them based on a new re-use of these characters?

Update: Ok, I was able to add the tag, so I don’t know why it isn’t working for you.
 
But before adding more, can you tell me if these are canon to the FoE fic? Or are these a new spin-off or something else?

I would probably say adding legacy information.  
Although this could be used for classification, too.

If all of this is just for this handful of images, maybe it would be better to add to the descriptions, instead of creating new tags for them.

But several tags have parenthesis.  
oc:morning glory (project horizons) had a parenthesis in it, and I’m sure she’s not the only one.

If I have to create a new tag for something else in the future, though, it would be good to know how to make one.

Can I have some clarification on the pony and semi-anthro tags please?
 
I have been treating them, as per the description in pony, as completely different form-tags, and only tagging images with both if they have both forms. I just got told by another staff member to tag semi-anthro with pony too.
 
If this is the case, can the pony tag please have its description changed to not forbid that, then?

Semi-anthro is human shape with no human characteristics like feet, hands, or plantigrade-like legs.

I know what the two forms are, but I also just had a member of staff tell me that semi-anthro needs to be tagged pony too. If that’s the case, the pony tag needs to have its description edited.

It is a bit harder with such a closeup. You don’t get to judge by chubbiness of body or squatness of legs, but that face is more in line with adult, and the genitals certainly look fully developed.
 
Just gotta go with what isn’t in the image in this case, and what isn’t there is any real tell that she’s a foal.

Should anthro Pony Genies like >>2225311 get the genie pony tag? I try to stay out of anthro definitional arguments like I try to stay out of land wars in Asia, so I dunno what the Derpi standard is.

Generally speaking, a solo image should not have both pony and semi-anthro tags. The posture of a semi-anthro character is that of a human. Hips, shoulders, and neck are built for standing straight. As long as the character is standing, the border between pony and semi-anthro is relatively clear. They are harder to differentiate when the character is lying on her back or prone. Some artists also have a style that blurs the borders very much.
 
To my knowledge, no pony character in the show ever had semi-anthro structure. When deciding between the two, I try to consider if the body structure is something we could see in the show. If I can’t decide, I usually default to pony. If the character is wearing clothing suited to a humanoid, then usually semi-anthro. These are pony:  
 
These currently semi-anthro images should be pony instead (last two are explicit).  
 
These should not be pony.  
 
This should not be semi-anthro.  
 
(In my opinion.)  
I don’t think a single stylistically different bodypart such as shoulders should automatically turn a pony into semi-anthro. But there are hundreds of cases where I can’t decide, and it bothers me.

IMHO, no. “Genie” and “anthro” should cover them. I mostly care because if they are tagged “genie pony”, it’s only a matter of time before they are tagged “pony” as well.

Note: That one should also have the level 4 (alicorn eclipse) (project horizons) tag for the second Blackjack.

solo means just one character, not a single depiction of a creature.
