Japanese is top-to-bottom, right-to-left except when it is righleft-to-lefright, top-to-bottom. So, it's only right to left when it's top to bottom first. Like in newspapers.

Otherwise it's left to right. Like in computers and signs and magazines.

Unless you're talking about reading order, instead of reading order. Then it's right-to-left, top-to-bottom for panels and text balloons but within the text balloon it's either top-to-bottom, right-to-left, or left-to-right, top-to-bottom.

All seriousness aside, 'right to left' should be aliased into 'Japanese reading order' since the late has the actual explaination.
