From the looks of it, yeah. Since Sonic’s powers in the Fleetway version were created from an accident that made him blue and Robotnik insane and egg-shaped, from his regular Kintobor form.

Milton Knight’s Robotnik is the most heavily used version of Robotnik over at the European countries. Meanwhile, our version of Robotnik is the Satam’s version of Robotnik. I don’t know if it’s ever confirmed on who created that version of Robotnik.

I love both versions of Sonic’s but the Modern one is the one that I grew up the most. But if you ask me, Toei Sonic will be in my opinion, the better Sonic than Greg Martin’s Mohawk-90’s outdated factor TMNT-lingo Totally Tubular attitude. Meanwhile, Japanese SOnic has that courage and bravory that you get from watching Sonic CD and other official video game artwork. And yes, especially Fleetway’s version despite him being a complete utter asshole.

I pretty much enjoy every version of Sonic, except maybe the Fleetway version.  
…Yeah, I’ll even admit “Sonic Underground” still has it’s entertaining moments. Shame the “Sonic Universe” SU finale comic was cancelled.
