If you could reliably score a headshot of something running at 30 mph, sure, gun would be better.
Keep in mind that with a bear’s running speed, you only have maybe 4-5 seconds to unholster and fire, so if you can’t kill the bear in the first few shots, you’re pretty much done.
Now before you say anything about me being against guns, I’m just saying if you’re not super skilled with a gun, the bearspray is probably more reliable. And no, one case of it not working completely is not ground to say it’s ineffective.

People who lives in my country’s rural areas (farms, etc) still keep and carry old Trabuco guns heirlooms loaded with broken horseshoe nails and scattershoot pellets to protect their houses and themselves from wild animals or bandits.
They don’t even need to aim, just point their guns to the target’s general direction and KABOOM, instant short-ranged Cone of Death.
