Kkat’s profile on fimfiction.net has these colors for the Littlepip in the icon, but with eyes closed. That’s the closest you’ll get to official, but Pip was always meant to not be described. Like any main character in the Fallout games, you’re free to make it however you want. With a few exceptions.

Also the rest of the characters doesn’t really have detailed descriptions either. Only reason why Homage has big hair in most pictures is because the original DJ Pon3 had it, so it’d kinda make sense to reference it through the hair style. But other than that she might as well be bald.
 
Okay not bald, that’d be a big thing to miss describing. Just, any girly hair would fit. She apparently fit well in a dress.

A large majority of the art featuring her, she looks exactly like this, so it’s safe to say that this is what her design is, at least until Kkat gets his/her own picture of Pip

I like these a lot! This is a super cute Little Pip, i like her these colours more. This is adorable! Double points for Velvet not having bacon hair.

Wait, why does Littlepip and Homage look so different?

Gosh, I need to get back to reading Fallout: Equestria. Still can’t believe that I’m haven’t read it after finishing off Chapter 8.

At first I thought Lil’pip and Homage were the offspring of Calamity and Velvet. They sure are small.
