Taking aside the idea that the extent of Celestia’s malice appears intended to be pranks, given her lifespan, she could be playing a “long game” that none of her subjects could even begin to understand, just for fun. Like a breeding program, fronted as “matchmaking”. That she could instigate with a spell, which in turn she could trigger remotely from an object. Like say a rock.
So far as we know. Never trust an absolute monarch absolutely, after all.
At least they have democracy at the local level; and Celestia is an ideal monarch: Never abused her power, never corrupted, no ulterior motives, and eternal, so no flawed descendants inherit the throne.

the only character who fervently supported the government was rainbow dash though. and she might just have had a bat wing boner for queen snootie herself. anyone who says that NMM’s government was fascist because of how many ponies fervently supported it is clearly projecting, because all those ponies exist only in their imagination.
