It didn’t do anything to the ursa because of its sheer size. Trixie could totally zap a pony into oblivion, but she wouldn’t because pony jail.

I think they have similar power levels, but different skill sets.

Dude i never read any comic, and probably will never be, and i don’t think that Comic is that canon, from what i heard that people don’t like the portrait Starswirl the Bearded there and even some say that even the worst ep of MLP is still better than the best thing in the comic, my headcanon will always exclude anything from the comic, but the thing is that it is a cartoon and should not take it seriously like that, make sense of the cartoon physic is the thing that make my Brain got BSOD in the past.

Seriously i think making sense of the thing like this is just the thing that we should not do, i mean look at 4 finale season Twilight can match with Tirek because she just absorb of the other alicorn magic so which mean that 4 alicorn equal to all of the other pony combine, but at season 5 finale Starlight can match with Twilight, so does Starlight have the power of one alicorn or just the 1/4 of the Equestria citizens ?, come to think of it How the fuck that Starswirl the Bearded able to defeated the Sirens, Despite Mane six need Sunset Shimmer to defeated it, does that make Starswirl the Bearded stronger than the element of harmony or did he create it, so he know the secret of it.
 
The thing is that it’s just a cartoon, and it is using the cartoon physic, cartoon physic can make one appearance more powerful for the dramatic effect or just for the plot need it, in one scene than the other scene that character appear.

Rarity had Dash’s cutie mark, and she failed with it. Trixie summoned a storm cloud in her first appearance without much effort, and an even bigger one against the ursa. She could probably fry a pony if she wanted to.

If we want to be blatant, Rarity has showcased greater spell control.
 
Magical Mystery Cure showcased that she can manipulate weather that would put a whole team of pegasus to shame, but her obsession over patterns and order make it inhospitable for the most part.
 
Trixie hasn’t really done a great deal more than levitation and sleight of hoof.

That is pretty hard to argue. But I would say that Trixi knows more spells than Rarity. But Rarity only uses levitation and her Gem-Finding Spell. Not sure what else she can do.  
Trixi has a large variety, some of which could be relatively hard to lern or control.

I don’t think magic is that straightforward. You can have the knowledge but not the talent (Sunburst), you can have the knowledge and the talent (Twilight), you can be great at illusion magic (Trixie) or you can be incredibly dexterous and capable of doing many simple things at once (Rarity).

I dunno, I think trix and rara are both on the upper end of unicorns as far as raw power goes. not prodigy levels like pre-alicorn twilight, of course, but still more powerful than average

Same magic power, different talents. That’s the way it goes for the vast majority of horn horses i think.
