I hope I wasnt being rude by changing it to suggestive I just didnt want the artist or whoever uploaded it to get in trouble by marking it wrong

this seems to be rushed bad, there are a few things to point out, like how the head of gabby got edited leaving the traces over scootaloo’s flank, or the pixelated marks mixed with the smooth strokes on scoot’s mane.
 
The coloring and technique used for this its amazing and shows a lot of talent, but those little things harms the whole piece, like the awkward positions scoots is sitting where her right legs seems to be joined by her waist and not hip or her tail not matching the hair of the back of her head, even tho there is supposed to be the same light and shadows over them
 
i would recommend to take a little bit or time to double check to see if it needs to be retouched or fixed a bit, but over all, its a nice piece

We know that cutie marks are part of the coat, and that it the fur on the flank is shaved, they are not visible, so to force a cutie mark, you would have to find a way to change the natural color of some very specific strands of fur.

Realistically? Not really.
 
If you just dye the fur/feathers, shedding would lose the pieces making up the body art.  
If you tatoo the skin, you wouldn’t see it past the fur/feathers.
 
This is why branding is a thing, it’s the most effective means of permanently marking animals.
 
On that note, you might be able to use a cold branding to make room for a skin tatoo, by preventing normal fur growth in the spot.
