The collars show who is a sub and the colors of them show what they are willing to do (I don't recall what exact colors mean what at the moment though), with spikes indicating willingness to be used by anyone in the society IIRC. The tail bells are for safety for when ball gags (or other things that obstruct the mouth) are used, so the sub can use the safe words non verbally
