Total excitement (and other adrenalized heights of emotion) can give ponies a temporary magic boost that emulates cartoon physics. We’ve seen Scootaloo leave a Scootaloo-shaped hole in the ground after falling from a cloud; I presume she was ‘hardened’ by her fear.
 
It’s possible a changed-ling could boost a flight-producing emotion for longer than she naturally could sustain it, but there’s a chance she’d get addicted to it.

which of course leads to me to believe the problem is in her inherent Pegasus magic rather than any physical defect in her wings,since he has shown on multiple occasions for her wings to be powerful enough to propel her and her friends when on a scooter.
