The show never said Celestia is strictly 1000 years old. That would imply that when she was born, she rapidly aged and experienced so much crap in one year which ended with banishing her sister. Did you think this through?  
Since this is a kids’ show. That’s probably why the writers make it that nopony else can handle attacks on their own without the main protagonists to step in. It would be nice if the writers were as passionate as certain fanfic writers but I bet there’s some higher ups in Hasbro that won’t allow that. :(

Your average fan will demonize Starlight at the drop of a hat. They could stub their toe and suddenly fly into a hate rant about her.
 
Normally after a few seasons this kinda hate dies down. Instead it gets worse. It would take the mother of all drama bombs backlash from a season finale to erase all the Starlight hate. Something like having a human ( non-EqG ) show up in Equestria combined with Chryalis becoming a skittlebug.

On the bright side you’re not treated nearly as badly as starlight even when your hatedom (who were overzealous luna fanboys/girls 80% of the time) was at it’s peak, nowadays most of said hatedom has dissipated either because they’ve realized how stupid it is to blindly hate a character because of petty reasons, left the fandom, or just grew up, ironically enough nowadays it’s the overzealous Celestia fans who often start drama around her and in an especially ironic twist of fate often target luna for getting at the attention from the fandom (he who fights monsters I suppose.) and that’s speaking as a Celestia fan.  
Also speaking of starlight I find it odd at how often it is that the same people who demonize her will continue to portray queen Chrysalis as a motherly well intentioned extremist woobie even after the season 6 finale showed her true colors.

yeah, it’s as if they’re just waiting for somepone to take things too far and become permanently gone from Equestria.

I rather like the comics for those moments, because according to them, Celly and Luna have to deal with a lot of shit we never see while following Twilight. Basically, when we’re seeing Tia and Luna in show, those are the moments in which they are either 1. not expecting conflict because we’re at a wedding/festival and who exactly attacks then 2. know that other ponies are present who should, in theory, have the training or natural ability to deal with a threat.
 
Basically, when you already keep the skies, dreams, and government functioning, then also go deal with occasional problems in large cities like giant kaiju attacks, you really hope other ponies can step up for the occasional bugbear/supervillain that returned for revenge after 1000 years.

The problem is headcanon vs what we see. It’s like my biggest qualms with the movie being in how the ponies of Equestria basically do nothing, even though we see Ponyville is smoking in one shot of the film, implying its been ransacked. We’re really supposed to believe that without the Mane Six or the Sisters Equestria would just fall apart? When pegasi and earth ponies are shown to be really strong, why did anti magic shields stop Equestria’s military, that we’ve seen multiple times, but a group of losers using Spike as a flamethrower took them all on?
 
Celestia gets as much of the shaft as any random background pony when it comes to writing. She isn’t the protagonist, Twilight and her friends are, so she’s delegated to having useless fluff spewed about her, “She has so much magic and power you guiz!” but when the chips are down a MacGuffin solves all the problems before logic, which should win every. Single. Time. She’s 1000 years old, that’s canon; in 1000 years of living you would be a friggin’ genius at everything from strategy to city planning, but Celestia is portrayed as young and naive as everyone else in the show, because it’s for kids. The real hard fact is that Equestria either has to be a super power and 99% of the threats we see would be made up, like the show’s a show within the show, or Equestria is some how THAT INCOMPETENT there’s no way it’s actually 1000 years old. I blame the revolving writer’s room though. No one’s there that takes the show as seriously as the fans so when you view it objectively the entire thing falls apart without cartoon logic, and everyone that writes a fanfiction doesn’t want to make a cartoon logic story, which then requires vast amounts of headcanon to make everything remotely work.

Like I said, I won’t question the quality of your friends or their headcanons. We all have our social circles and they tend to be composed of likeminded people. Me saying the majority of my friends consider her quite powerful but unable to use said power is no more valid than you saying the majority of your friends say the opposite. And from our point of view, we’re both right.

Mostly frequenst a few discord servers fror bronies, as well as FiMFiction and its discord and most people in those places mock her and say she cant do anything but lose fights or even handle her own messes among other things.
 
Its rare for me to see anyone not questioning why or how she even leads Equestria when shes incompedent.

depends where you frequent, I suppose. I won’t speak to the quality of your friends or their headcanons because let’s face it, practically everything we ‘know’ about Celly is headcanon. But I chum with a lot of writers, and most of us have her pegged as a superbeing in a world of cardboard. She can’t go all out lest she destroy loved one, so she’s shackled in every potential encounter.
