That’s not how definitions work. Filler may have a general meaning, but in the context of television, it has a very specific meaning that cannot be changed on a whim.

I’d still argue that you can have filler episodes in a purely episodic series.
 
Filler in a series with long arcs are episodes that are made to fill the episode quota even though all the plotlines would take fewer episodes to complete than the amount contracted to be filmed for the season.
 
Filler for a purely episodic series is notably low-effort episodes created for similar reasons as above (except its number of good plots is lower than the season length instead of the length of the story). If you really want to go wild, claim that an entire show is a filler because it’s all low-effort and meant to fill a time slot on your cable package.

Umm, it kind-of is what filler means - “filler” is something that fills an empty space. In this case, an episode quickly thrown together to fill an empty space in the season.

True. But sometimes, even in a purely episodic series, you can get individual episodes that feel like filler. As in, episodes that feel like they were made just to make up the allotted quota of episodes for the season. Y’know?

Season 2: Immense faffing about and a terminal case of the dreaded Mass-Effect-2-itis. Did Renzetti just not care?
 
Season 3-current: action and narrative movement? In My Little Pony? Glad that there finally was, as I find idiotball drama-driven storytelling insufferable after a while.

I agree with your timeline more. Seasons 3 and 4 had a directionless show—that song about “What is a princess” from the Season 4 finale may have well been meta-commentary on the show itself.

See, I think the eras of pone can be broken down quite differently from how it’s presented here. What I propose is:
 
Seasons 1-2: the Era of Innocence, when the show and fandom were getting their footing; a simpler time  
Season 3: the Larson Dark Age, extra short, made a lot of people throw hissy fits for no good reason  
Season 4: the Interregnum, it’s something of an oddball in terms of overarching themes and episode quality  
Seasons 5-6: the Wow! Glimmer Era, wherein Glimmer is introduced and proceeds through her entire character arc, culminating in saving Equestria and defeating Chrysalis at the end of season 6; Glimglam is the focus  
Seasons 7-9: the Post-Innocence Era, wherein the vast majority of episodes are now built off of not only continuity with past seasons, but also continuity within the given season itself; characterized by recurring seasonal arcs and characters, such as Cozy Glow or Neighsay, or the Pillars of Equestria
 
The slow slide toward reliance on continuity began all the way back in season 3 with Magic Duel, and has definitely come to a head by today. Note that season 9 is not necessarily considered Post-Innocence yet; we won’t really know for sure until we reach it.
