Ah you’re right. Maybe they could do both. Cover their horn with something soft that also prevents them from using magic too.

If you’ll recall the Equestria Games, there are disabling spells that prevent unicorns from being able to use their magic. They’d probably use something like that on any unicorn prisoner. And barring that, they could always try to figure out what kind of stone Chrysalis used for her throne and line the cells with that, since it apparently blocks magic abilities.
 
Personally I’d like to know if they also encase their horn in something soft to prevent them from using their heads as shivs, because that seems like that sort of thing could be an issue among the violent offenders.
 
I was also trying to figure out why Apogee didn’t have some kind of wing restraints to prevent flying away, but then I thought that maybe the yard is completely enclosed, like an aviary.

I thought it was a stick of butter when I saw the thumbnail. Also, this would never be a problem for unicorns in prison. Though that does beg the question, what do the prisons there do about unicorns in general since they can cause fights and possibly even break out using their magic. I wonder if they need to be sent to special prisons or have to wear anti-magic devices or something.

This is an earth pony predicament that I never actually thought about. What does an earth pony do in order to pick up a bar of soap without putting soap in their mouth?

That would mean she’s in a really low-sec facility, the kind populated with repeat jaywalkers and ponies that got caught stealing from vending machines - the kind that would be too afraid to actually do anything.
