MLP has been one of Hasbro’s top 3 franchises for around seven years, and their #1 Girls Brand for about the same. Finances are absolutely not going to be a limiting factor for development of this franchise, especially during a transition period where they’re moving to a promotion model built around movies and specials rather than a TV series.
 
The next Boulder theatrical release is looking less and less like a G5 Movie and more like a G4.5 Movie, where they make big changes to the setting and setup while keeping most of the core characters like they did from G3 to G3.5.

Eh, so far Boulder is happy to head up MLP. Plus, their work has been almost universally loved in this fandom. As well, Ireland does not pay tax credits. Hasbro uses tax credits to avoid paying taxes on a new campus. The issue is that the campus will be a significant source of revenue, and local towns expect Hasbro to pay quite a bit for their campus, something Hasbro is unwilling to do.  
The big delay is actually Hasbro’s standards. Both in that the campus has to be a certain quality, not needing much renovation, and that unless Boulder directly trains a new animator, they seem to only want very well qualified and talented animators.  
They are basically trying to replace DHX and pick up where they left off.

They have to plus it’s cause problems for the local residents around Ireland as well Ireland is not going to pay tax credits to build a new studio. I don’t think a lot of European animators doesn’t want to get involved with the G5 movie due to the fandom being savage

Agreed. Not only that, Hasbro estimated that to fully work on the what, nine projects they have lined up, Boulder needs around 650 employees by 2021. A new campus is desperately needed, but it will be a tall order for that reason. Every city in Ireland knows Hasbro is desperate for it, so they should pay for it.

No one left Boulder, certainly not half. They were shuffled to other projects, which was reported as them leaving by some sources.  
As for DHX, they literally didnt do anything for Rainbow Roadtrip.

Because they’re still doing freelance projects on shows and lot of people left the studio after Rainbow Roadtrip I would say a 50% chance cuz Hasbro didn’t say a 3rd season in development or mention at Toy Fair or SDCC

They completely butchered it without having Sonata and Aria as Rainbow Rocks minis same for the Shadowbolts we would have dance magic minis as well

They do, but that is a paltry investment compared to a complete reboot.  
To put it in perspective, G4 exists because if G3 carried on, the whole franchise would basically die. G4 was a huge risk, and was done because it was the only thing left to do.  
Reboots are always this risky, and are usually only used when absolutely unavoidable.

But yeah, given that MLP was one of the properties that suffered the least in this economy, a reboot is not what they have in mind.  
A reboot is a hammer solution. If a product is literally just not profitable at all because no one cares about what you are selling. Like, they could not have G1 be the lead generation today, it would not sell.  
G4 in the other hand, is still very popular. The toys still sell, people are still interested. The reason they aren’t buying anything is because of a bad economy that has people nervous.  
So, instead of a reboot, which involves significant costs for Hasbro and Allspark in marketing, testing, development, manufacturing, etc… They are trying to figure out how to get a good product to sell. It is a marketing problem, not a content one.  
At the moment, the 2017 movie, even with all the shenagins from Lionsgate, still drove sales of MLP toys up substantially around the time of release, and the EQG specials and movies do the same. So, currently, Hasbro wants to focus on developing content that can drive sales when they need them. So, we have the Pony live show, the idea of a nearly animated special, the 2021 CGI movie. Large content drops thatget people into stores when Hasbro needs people to show up, IE summer and holiday seasons.  
I just hope they keep a regular flow of animated content the rest of the rlyear, even if it is just the EQG shorts style stuff…
