Tirek wanted nothing more than to amass power for himself to be a powerful conquer. There was zero nobility with Tirek.

Glimmer actually had the same but more extreme goal than Tirek. Tirek originally only wanted to steal ponies magic, and as such leave them cutie markless. He would then likely leave Equestria to look for more magic in his Huge Quest. But before he even got to the ponies, his brother had snitched on him and he was imprisoned to Tartarus for thousand years.
Glimmer didn’t have the means to permanently take ponies magic, so she made it mandatory for no one to use their magic under the threat of punishment.
Their actions had the same outcome, but since Glimmer was worse at it, she had to manipulate and rule over everyone.
Fools. Discord convinced them to turn them into stone so they would hae a chance to be reformed like he was in S3. Why can’t you all see it? You want them to rot in Tartarus? Or do you want them to get scott free and possibly harm Fluttershy as a revenge? Discord resort is the only thing they could do.
Discord captured bunch of drug addicts, taught them how to get better high by being sober for a long while, told them where his huge stash was - to keep them occupied. And then ran off to join the execution squad when the addicts actually managed to get high from his stash.
But he did give them a chance, so its okay. No harm done. His heart was at the right place, behind the rib.

Yes, she was being childish. That wasn’t the point I argued.
You claim she stood down because she would be pardoned but she didn’t know she was going to be pardoned until after a meeting with the six and she was told she would be.
Her actions - unlike Chrysalis, Tirek, and Cozy - were done with an intention to make the world better because she believed cutie marks were the cause of her friendship breaking up. Her actions in the finale were done out of spite towards Twilight but were meant to only hurt Twilight unlike the three who were happy to hurt everyone else. It’s entirely different - from Starlight’s perspective she was a “hero” and Twilight was a “villain”. The three here knew they were villains and did not care.
Cozy’s face when she pops out of the cake is like she realizes this is the first time, even including Season 8, that she’s not getting out of this one.

Dude, I remember the episodes clearly. Literally, her entire motivation behind her anti-cutie Mark crusade was her friend Sunburst moving away as foals, nothing else. That may be enough to convince a small filly that, but to retain those beliefs as a grown mare is just plain ridiculous.
Starlight was throwing a years-long temper tantrum over something she should have gotten over a long time ago, never even bothering to try and get in contact with Sunburst, or try to make new friends, or anything. She didn’t even have that much proof over the so-called “discrimination” brought on by cutie marks aside from that one incident (or at least bother to show any), and you’d think that the show would give us more to go on regarding her backstory to help us sympathise with her.
In short, she definitely wasn’t much better than Cozy Glow and the others, and could have caused much worse if she wasn’t “convinced” to stop. As far as we know, she may have faked remorse knowing that everyone’s forgiveness would come easier that way. Or at least, given what little information from the show between Sunburst moving away and her first appearance, this is how unsympathetic her pre-reformed self comes off as.

A “scared 10 years old orphan”. She’s only scared because she lost. Before that she wanted to murder everyone who was in her way and actually tried to do it with a promise to try again.

Starlight believed - truly believed - that cutie marks caused nothing but anguish and hurt for ponies. Her cult was meant to be the start of a movement to better the lives of ponies. She was just fundamentally wrong and had to be stopped, but she wasn’t doing it out of villainy.
She was more villainous in her second appearance but she also deeply underestimated what her actions would do. She truly, truly believed she was just stopping Twilight from having her friends, not screwing over the entire world. She already showed hesitation after seeing the barren wastelands and stood down after a little more talk.
By the way, she was not expecting a pardon. That isn’t why she stood down. She didn’t even know she would be until after the Mane Six met to discuss her. “I’ll accept any punishment you deem fit.” is what she said. All Twilight offered her in the past is that she could make new friends and that she had to put in the work to keep that friendship. That’s it.
You clearly don’t remember the episodes or paid attention to any of their actions or motivations.

Starlight only stood down because Twilight essentially offered to pardon her for everything she did. Before that, she was ready to make certain that Equestria was completely destroyed just to spite Twilight. She really wasn’t any better than the other villains as a bad guy herself.
And I agree with just how reprehensible the other villains were, it just feels so incredibly hypocritical of the Equestrians (and the show itself) to do what they did to them without at least trying to force them onto the straight and narrow path like with Discord and Garble.
