You can usually tell who’s supposed to be important NPC and who’s not by which ones seem to be making stat-based rolls. Of course, players tend to attach to the least fleshed-out characters and force them into the spotlight, so it’s not a hard and fast rule.

DM: Upper Crust leaves and comes back with another similarly dressed and similarly stern gray unicorn in tow.
Jet Set: Those five.
Upper Crust: I see. I want them all detained and questioned immediately.
Rarity: That’s not good.
Rainbow Dash: Oh yeah? Just let them TRY and detain me. Make my day.
DM: It’s at this point that Fancy Pants finally reacts… and he starts by approaching the dancing Twilight.
Fancy Pants: Pardon me, miss. Did you just come from the Ballroom?
Twilight Sparkle: Um… Yeah. You mean the Canterlot Castle Ballroom?
Rarity: What is he up to…?
Fancy Pants: Yes, the one with the massive windows perfectly visible from anywhere in the garden.
Twilight Sparkle: Oh, right.
Pinkie Pie: Wait, we were visible the entire time?
Applejack: Sorta, but I think most of these nobles failed their Perception checks.
