Calling it “punishment” would imply some superior entity ruling these things. It’s not that I don’t believe in superior entities, but in this case it’s just a consequence.
Of her being so athletic, I mean. Girls who practice sports a lot, expecially runners, gymnasts and that sort of athletes, usually have small boobs. It’s the result of genes, of course, but in a good part it’s due to hormone production and metabolism.

there are many foreign words and idioms that do not have a direct translation into english, and he’s not a very proficient english speaker to boot

in the end, i don’t give a rat ass, it’s a frickin comic about frickin pastel colored horses…
if someone is getting their jimmies rustled, they need to step back a bit, look at the absurdity of the situation and relax a bit… seriously… it’s not worth it…
I just hope whoever is raising hell about fluttershy’s boobs here is not being a hypocrite and has among their faves stuff from other artists like doxy, slugbox et al.

I’m not the only one am I, misanthropy can be such a bother in public settings.
I’d say it’s being downvoted due to the implication that justice is when “need” gives you the right to take what belongs to someone else - a very polarizing position to take.
Which oddly enough doesn’t seem to be reflected in the lower panels. If it were, then the right panel should contain Rainbow Dash in possession of most of Fluttershy’s boobs.
It is confusing.

maybe it’s saying that you give more boob size to the lest confidant to make up for the lack of such, and that’s justice?… MAN I had to dig for that…
and really, I see the point that the upper comic is trying to get at, but my god they should have gone with a better word then “justice”. the point is, instead of giving everyone an equal amount of a resource, regardless on whether they need it or not, they give it only to those who need it. meh, whatever. wouldn’t call it justice, just charity to the under privileged.

Let’s take into consideration that he’s Taiwanese, maybe it’s going to help.
What’s justice, then?
Rainbow Dash is fast and athletic, but costed her having small boobs?
Fluttershy is shy and insecure, but nature has granted her big boobs?
Does it sound right? Well, it surely makes sense.
Equality is a very grey (gray?) concept because one has to take in considerations of the particular resources available and what is subjectively shown as “right and just.”
As for boobs… As long as they aren’t too small or too big, then it’s all good.
Kinda worried about Fluttershy in the Justice Box, though.
