Growing up I knew two girls almost exactly like that, then super evil stuck up bitch and her follower. Turns out the evil one stayed evil and the follower was actually pretty nice once I got to know her, she even invited me over to her house to go swimming.
They are 2 stuck up brats who exist to be…stuck up brats. Their names and cutie marks show all they are for is to be spoiled and rich daddy’s-little-girls. Going from real life experience they fit the bill perfectly as antagonists who get anything they want and pick on those they consider inferior just to make themselves feel good. I think they like to shop at Aeroponystal and Abercrompony & Rich.
I really do hope they will stop being typical spoiled little kids and one day befriend the CMC. If not DT at least SS as she at least seems the lesser evil.

thats why I said it was a weak one it gives and thats why they have no personalities aside from bullying theres nothing for them to fall back on which is why they’ll never make an ep centered around them

It’s a weak reason, but a realistic one; that’s how at least one bully I knew as a kid acted. I suspect feelings of superiority come into play, as well.
they do deserved to be the worst because they were jerks to the CMCs. but one time, Silver Spoon had done a good thing by clappy for Granny Smith’s “Origin of Ponyville” story.
some other villains are somehow best like Crysalis [for being surprisingly cute] and Trixie [for bronies’ predicted backstory or some known brony liking her]

thats the thing though shes not even all that good a bully. theres no motivation except hate for the cmc which is ok but really a weak reason. Shes just a shadow of princess morbucks from powerpuffs. princess morbucks had a legitimate reason for her cruelty she wanted to force the powerpuffs be her friends they wouldn’t and she went evil.
Theyre in the middle to me, as characters i can see them having potential for development but if they were people they’d be people i’d want to hurt real badly.
Before One Bad Apple i thought Diamond Tiara was a prodigy manipulator antagonist with an inteligence beyond filly levels, i liked her.
After One Bad Apple i realized she was just the stupid bully girl, i no longer like her.
They only exist to fill the role of alpha bitch and follower and in that regard they do it well enough. I find them fun enough, so I think of them as okay.

Being a follower is Silver Spoon’s personality… except for “Family Appreciation Day” when she was the first foal to start applauding Granny Smith’s story. So there’s a hint of something deeper there, which allows her to escape my bottom tier of pony rankings.
Diamond Tiara, though, is a fairly standard bully antagonist, entertaining enough that I don’t hate her, but still firmly in my bottom tier.
