When I first watched this episode, I actually went back to re-watch this part again! I love how they even gave her a unique ‘pronking’ sound effect, similar to Pinkie Pie’s.

Well, think about it like this: The power Rarity gets in the comic is the ability to spawn whatever she thinks of, and Rarity is quite the creative mare.
 
In reality, she is a bit more limited by her power than by her creativity.

Rarity also knows some transformation magic (turning stage curtains into a ballgown in Boast Busters, turning a tree branch into topiary in Look Before You Sleep). She doesn’t use it very often, so I expect it’s a limited spell, but still it’s there.

I wouldn’t call that “basic” telekinesis.  
Besides, she’s an artist, not a mage, so she doesn’t care about “spells” other than those that help her craft, it’s as simple as that.

That’s probably what it’s supposed to be anyway. Rarity’s an average powered unicorn, where Twilight’s the prodigy.
 
It’s just an interesting thought that’s all that Rarity could have been more powerful than Twilight if she had received better training earlier on. Nothing more.
 
As much as she’d be overjoyed for it to be so, we don’t need Princess Rarity anytime soon.

I don’t think education is as big a factor as you might think.
 
Seems there are just “natural magical power levels” that Twilight’s at or near the top of, while Rarity is at what could be considered a normal level, if one such exists.

Rarity hasn’t really been shown to be an overly powerful unicorn.  
Look at the Changeling invasion. Twilight’s zapping them with magic, while Rarity uses her hooves.
 
Basic telekinesis and her gem finding spell are probably the limits of her power. But then, she’s from Ponyville and probably just received a basic magical education from her parents or something, while Twilight studied directly under their Goddess at what was already an exclusive private school.
 
Although the concept that Rarity is actually more powerful than Twilight with significantly less training and the inability to tap into it is an intriguing concept…

I still don’t get what really limits her unicorn powers from being able to do stuff like that in the ‘real’ world.
 
I mean, it would only take Twilight a few lessons to learn a freeze/heat ray spell considering she can teleport, use telekenesis and travel through time.
