It is, but it’s very hard to see at normal speed. It appears during a camera pan and only lasts a few frames, so you have to pause it at just the right moment.

What you see as “eyebrows” are meant to imply the indentation in the face where eyeballs would be. The “mouth” is just a line to define the top plane of the muzzle.

Either way, every depiction of the Slender Man I’ve seen has had his face entirely featureless.

It’s just a gag that an animator most likely put in for their own amusement. It’s only visible for a handful of frames, and you can barely even see it when watching in realtime. You wouldn’t notice anything on a normal watch-through if you didn’t know to look for it.
