There are some similarities, but they have largely different plans. Cozy possesses a certain subtlety that Sunset lacks, and that arguably makes her a more terrifying villain. Rather than forcibly mind controlling the students to do her bidding, she’s able to convince them to follow her commands–entirely out of their own volition–just by carefully choosing her words.
Background characters are naturally stupid because that’s thier role in life.

They joined, but eventually after finding out what the real deal was, they probably started to feel doubtful, however, since most ponies approved Starlight (aka, they were reeducated), no one really dared to question here, even if they didn’t did anything wrong and weren’t sent to the reeducation.
Plus the fact they were only mad at her for lying. Nothing else.
