You are likely seeing conflict between your monitor’s refresh rate and the gif’s high FPS. Also, high FPS gifs can screw up some slower computer rendering speeds. (In general, gif software typically throttles FPS to 30 fps -ish to avoid this).

I agree, though I see it a step further than that.
Her whole goal was to get her horn back because her friends ostracized her after it broke.
She’s always seen the chaotic, uncontrolled explosions as simply destructive.
Somepony just told her that she was just fine like she is and now she’s seeing that magic she produces as something that can be beautiful.
I think, in that shot as she watches the fireworks she made, that she just accepted that her broken horn isn’t a flaw.
Littleshy explained this so well in the Bronies React, that this animation captures perfectly someone who just briefly allowed her hard emotional shell to crack and comes to realize this is a good thing.
