Okay. I have a bit of a gripe. I am a commissioner. I payed for a piece of artwork. YET, the artist does not allow the commissioners to upload art they payed for without their express permission first. Isn’t this a violation of consumer rights? I payed for the image, I have the receipt to prove I did. So by all means it is my picture now, why am I not allowed to post it if an artist restricts it by THEIR permission?

Artists can choose to retain the rights to their works, and it would say so in a contract signed before work began, in a professional environment anyway.  
Hobbyists and such tend to choose to retain rights to the work by default, but if they explicitly state you can’t post without their permission, then they’re basically exercising that right.  
Some give some rights to the commissioners though, so the commissioner gets right over whether it can be posted and where. And some just don’t give a shit, once they’re done with it and got paid for it, they couldn’t care less what happens to it.

What’s the point of paying an artist for art then?
 
You get the artist to create the art you want. You get the art in return for your patronage, but the artist still retains prime control over the fate of that artwork. Your best bet is to ask the artist when you’re commissioning them if you will be free to post the art wherever you want.

Varies from person to person.  
If a commissioner commissioned something that the artist doesnt typically draw or doesn’t want to be seen or known for drawing, then they may request the commissioner not share it publicly, In which case it’d be purely for personal consumption.  
If the artist wishes to be the only one to post it on sites, to be able to maintain control over the work (and/or be able to edit stuff on it like the description, tags and source), then they’d ask the commissioner to not post it on those sites, and if the commissioner wishes to have the work on those sites then the artist may go ahead and post it.  
Reasons for commissions and rights for artist/commissioner should be established before it’s paid for or work begins. You wouldn’t want to commission gift art for a friend and not be able to share it with them.

I suppose that makes sense. I just wasn’t informed prior and the image had been up for a while. And by that I mean a few months.. It recently vanished and was apparently done by the artist. I guess I’ll have to talk it over with them.
