Why doesn't this violate Rule #5.2?

Not that I’m questioning whatever decision the mods come to. I just wonder what exception allowed it to stay up. It looks like Luna is human (and a young) except for her pony head and her wings/tail. It was my understanding that that was usually enough to push it into that rule’s no-go zone… (And even the source tags it as loli…)
 
The main reason that I’m asking is because I just reported another image by that same artist, and am wondering if there is something that I should be considering that might exclude certain images from that rule.

If the artist tags it as “loli”, then it’s obviously “loli”. (No sarcasm intended.)
 
Yeah, this needs to be taken down. I don’t care what others say, loli is still loli. Needs to be removed here.

I didn’t reject the report and wasn’t around when it happened. But I suppose the reason is that she’s far enough away from human. She has wings, horse ears, horse snout, a tail and a horn.

Hmmmmmm maybe… Tho I remember reporting two images with wings/tails like this one in this post (IIRC), and Luna took those images down.

I was the one who rejected the report. She seems far enough away from human (pony ears, nose, wings, tail, etc) to me. I asked about this in the moderator’s IRC channel at the time, and no one raised any objection at the time either.

We generally decide if something falls into 5.2 by checking the ears, nose, horn/wings. If there is no shadow of doubt that what is attached to the character is clearly not human, then it can stay. Its tricky tho.

To start, I want to say I am fine with Rule 5 as written. I just find it strange that >>1423171 is deleted within 5 minutes because you can see one of the loli’s panties, but in >>1395660 an underaged boy is eating out an older woman and that’s perfectly fine? (I reported both, btw.)
 
Yes, I know the excuse. “That’s just how the artist draws male characters.” Fine, whatever. But you NEVER hear excuses for lolis. They just get deleted immediately. I was under the impression we weren’t supposed to allow even borderline stuff (which, again, I am fine with), except we make all these exceptions and excuses for shota. With lolis, there is no discussion, it’s just gone in minutes. I just find this to be a strange double standard.

With respect to the first image you linked, I’m not sure that showing underwear counts enough as sexualization. Or at least that’s what I gathered from when I reported some of tahublade7’s images.
 
With respect to your second paragraph, I suspect this is because (for females) breasts can offer an additional hint regarding age. Males generally lack that context, so it can be harder to judge whether they’re underage (as opposed to it just being the result of stylization or some such).
 
Also, wait, there are discussions regarding these decisions? I thought it was usually just report and then wait for a yes/no.

IIRC if it features an underage character and female underwear, regardless of context or connection, it’s automatically illegal. If you had >>1378966 at the top and >>1422236 at the bottom of the same 300-panel, 1-panel-per-row comic I’m pretty sure that may potentially be illegal.

If that’s not how the responses to my reports of these images has usually gone. You can try reporting a few as a test, and seeing if the mods respond differently.

If you have a concern regarding content that you believe violates site rules and/or applicable laws, please report it just like you would any other image, and site staff will review the image(s) promptly and remove any images that are in violation. The forums are not an appropriate venue for reporting images that you believe should be deleted.
