No one really, not to me anyway except for perhaps a certain creator of the show even if she hasn’t been involved for a while. More, whatever a fan is comfortable with treating as canon or how strictly they want to categorize and divide things.
Myself, the show as well certain books such as the Journal of the Two Sisters and the Crystal heart Spell as “Mane Canon”. Yet I also I see the comics as “supplementing” the Mane Canon and expanding on what the show hasn’t or won’t show. If there is conflict, I find a way of getting the details to work even if it means adjusting the perspective. Then I throw in whatever ideas fans have come up with which I like that I can fit in.
