You need to go back and read the earlier pages of this comic. Cloudy Quartz herself stated that she is a former member of the Royal Guard. Obviously, that is not canon to the show itself, but it is in this AU.

Yes. But the Comic with Twi’s mom as the author was before that episode. So why wouldn’t it make sense at the time?
