Lol! I was just thinking that exact same thing. The developers and in-game text even say things like “coddling” and that the species that created them (and is currently being coddled by them) has gone “decedent”.

Pretty sure it was inspired by old such-and-such “Of Tomorrow” cartoons with various mechanical and automated systems. It’s an automated nursery that doesn’t know that not everyone is a baby.  
I don’t think there much more to it than that; the artist was fond of that theme

Well, its kind of a conveyor belt, only on certain parts of the machine, where I’m sure Noble Heart and True Heart were the ones who would powder and put a diaper on them like in the scene where Dawn and John do.

Sounds kind of cold and impersonal to change them on a conveyor belt. No personal TLC from mommy, there.

These were some of my favorite works from the artist. very reminiscent to Baby Bottleneck from Warner Brothers, and it also reminds me of the “I Care For You” scene from the Care Bears Movie 2 where the baby Care Bears get their diapers changed by a kind of conveyor belt machine with robot stars and a slide. it was adorable.
