Seems to be implying it was Cadance, but that’s not possible if the events of The Stormy Road to Canterlot are true:
 
||* Tempest is still a filly when Cadance is already living in Canterlot, as the book mentions three alicorns.  

• Tempest lives in a village somewhere below Canterlot, near the Everfree Forest. Possibly even Ponyville.  
• Tempest’s friends are named Glitter Drops, Spring Rain, and Moonglow. Tempest, Glitter Drops, and Spring Rain all aspire to being admitted to Celestia’s school.  
• Even after Tempest nearly (accidentally) kills her friends with wild, uncontrolled magic , they still forgive her and try to comfort her. Tempest is the one who doesn’t accept her fate.  
• Eventually Glitter Drops and Spring Rain are admitted to the school, but Tempest has become a recluse and doesn’t dare try to use her magic. Her friends break the news that they have been accepted to the school. She congratulates them, but decides then to run away. People losing friends to Celestia’s School and getting salty over it seems to be a recurring theme.
   
  The time frame of this book is questionable, too. Most characters first admitted to the school seem to be colt/filly age,  
  but Tempest seems to be old enough to have her own home when Glitter Drops and Spring Rain are admitted. If she runs away as a child, she must spend years on the road.||
