So, the CMC have FINALLY reached what appears to be, a closure in their overall character arc (for the group as a whole at least). And I dont see Scoots flying.  
Seems that things will remain as i was hoping after all, and THAT’s the best thing Hasbro can do right now with the message.

I am tired of this “handicapped kids” BS. Anyone who likes Scootaloo as a character would love to see her dreams come true.

I think the very episode that first introduced the idea of Scootaloo being unable to fly, Flight to the Finish, contains ample evidence that she can fly. I’ve discussed this in other places, but it seems clear to me that Scootaloo has a mental block.
 
She was able to generate lift and thrust with her wings, but is unable to stay in the air, as if she has an endurance problem, yet she did have the endurance to power a wagon carrying two fillies on a literal cross-country trip using her wings. She blamed her inability to fly on the size of her wings, but we’ve seen larger pegasi with smaller wings able to fly just fine (Bulk Biceps comes to mind and Scootaloo has even met him).
 
We also know thanks to Hurricane Fluttershy that a pegasus’s mental state can overcome poor physical condition and lack of training, as Fluttershy uses sheer determination to go from an active hindrance to the savior of the weather team. And it has occasionally come up in conversation that flight is a function of magic, which is demonstrated in Twilight’s Kingdom when Tirek drained the pegasi of their magic and this made them unable to fly. I posit that since flight is a function of magic, it is therefore related to concentration in the same way unicorn magic is. Consider the example of Trixie from All Bottled Up. She starts the episode doing minor, unimpressive tricks, which, due to her scatterbrained personality, don’t even work right half the time. With a little coaching, however, she’s able to teleport a large object over a relatively large distance, comparable to Twilight’s early teleports—and she only messes it up in a fairly specific way because she loses concentration halfway through. She hasn’t been able to replicate the feat since then because she has no idea what she’s doing; instead of actually casting a spell when she’s trying to teleport, she just shouts “TELEPORT GO!”
 
I think that what Scootaloo is doing is the body equivalent of shouting “FLYING GO!” instead of actually flying. It’s like someone who’s never trained before trying to imitate a martial artist. Her form is wrong and her body isn’t ready, but that doesn’t mean that with time and conditioning she can’t reach that state. It’s difficult, though, because she always seems to start trying to fly with the expectation that she will be unable to, and that expectation keeps her grounded.
 
At the end of the day, though, my opinion is—if they wanted a disabled character, they should have designed one. They were perfectly capable of making a character who can’t walk. They did on one occasion, for the Make-A-Wish guy in Trade Ya! There’s no reason to veil it behind flight, which muddies the issue and opens the door to plot holes and the precise kind of interpretation I’m doing here. Faust herself stated that she designed the characters to be childlike so that children could more easily identify with them (albeit she didn’t do it very well). If a character is going to be disabled, they should have a disability that children can identify with, not a disability that’s only a disability relative to a population of actual wizards. (And you might say that Scootaloo does have a disability even if she can fly—the mental/developmental disorder that prevented her from doing so sooner. That would actually be fairly relatable.)
 
And no, you’re not going to be saying “Told you so” to me if she doesn’t fly in season 9. Maybe canon will say that yes, Scootaloo is and always will be crippled. Canon will be wrong if it says that, because it contradicts the facts of the case.

To make a long post not so long, people can already mitigate a disability if it’s mental or in some cases physical as you said.
 
I don’t think the idea of “it will never be the same with prosthetics” Is not true. The medical science industry dumps billions of dollars into prosthetics. It’s just a mater of time before we get consumer grade robot appendages.
 
I think a good way of comprise would be with Magitek like genervt said.
 
But, speaking as a person with two disabilities myself Id just personally love it if she does fly.
 
She was just saying that out of frustration with the episode. Or at least that is what I think.
 
And even if she doesn’t fly by the end, I’ll just make a head canon that she does, and you can’t disprove it. :P

Is nothing personal is just that Scootaloo’s character has reached some kind of closure at this point.
 
I know that MLP is fiction, but still, with that character, they are representing one aspect of the issues in real life, that being handicaps or disabilities, either for kids or adults. Scootaloo’s accepting and learning how to live her disability represents the REAL LIFE aspect of most of the audience for this show, whether kids or adults.  
Lets imagine that Hasbro decides to take the gun and shoot to their own foot by taking Scootaloo and making her wish come true; that after many attempts, despite all, she manages to fly.
 
Fiction logic: Try harder, never give up and, according to SCRIPT, you’ll succeed some day, despite your innate disability.
 
Real life doesnt have an script. Take in mind that there are handicapped people among the audience. Adults automatically will think that was the wrong message to implement, because they’re sugarcoating a reality that is harsh for many handicapped people, men and women, that learned to live with their impediment, but being adults, they can cope with that…
 
Kids on the other hand, will be fooled by the fake iluision of the script; they’ll be forced to believe that, despite being born or acquiring a crippling disability, they will eventually overcome it, when in real life, thats never totally true. Sure, medicine has taken great leaps, but is not the same to be able to walk using either prostethics, crutches, or move with a wheelchair.
 
The way Scootaloo expressed her resignation was a great way to finish her story arc, if they break that…well i think i exposed my concern in this regard.

I’d like to see Scoot getting some magitek wings and jet backs, becoming some kind of cyborg.

I want to see Scootaloo’s parents and aunts in Season Nine.

Using Magitek doesn´t mean that she doesn´t have to use her wings.  
It just gives her the necessary boost.

That’s an option but i dont think it would make Scoots feel any better, if she has to rely in Magitek or another means that aren’t her own effort.

I´m still putting my hope in Magitek.  

Is not gonna happen. Scoots herself already gave up on the idea of being able to fly someday, in “The Washouts”. She seem to be aware of her condition, and accepted it as something she’ll have to deal with for the rest of her life.  
There is no way in Tartarus that she will be able to fly, she is and will forever be a FLIGHTLESS PEGASUS. I rest my case, sad but true. If she flies, all her potential as a character will be lost, and the message that will be give will be “try harder until you succeed”, something that for REAL HANDICAPED KIDS would not be that well received.
