The muscles of a bodybuilder are indeed different from those of a strength-focused athlete– there’s a reason why every fella in the World’s Strongest Man competition looks like a truck-driving potato– but that in no way means they’re weak; muscles honed for bulk are just less efficient than muscles honed for pure strength. Those guns may not have the same powder charge behind them, but they’re still pretty large caliber.

Hey, Just letting you know you’re not alone in knowing those “yellow” book things. I know we’ll have one of those wrapped up in plastic tossed up to our doorstep on occasion. Usually we [and I’ve seen other houses too] just let it sit there and rot. Can’t even be bothered to throw it away. Until they throw up a second one. Then it just starts looking tacky.

Fun Fact: Originally the whole “First, Second, and Third World” term had nothing to do with what the quality of the country was actually like. It was just a term used during the Cold War. U.S. and it’s allies were First world countries. Russia and it’s allies were Second world countries. And everyone else [unaligned] was a Third world country.

We also need to consider what type of muscles he’s been building up. Muscles related to arm wrestling aren’t necessarily the same as those used for other weight-lifting. So he could be strong in some muscle-groups but not in others.
 
And yeah, it is true he could have just been developing the muscles largely for show rather than actual strength.
 
The question is then: Did he train up these muscles out of some inferiority issue where he feels he needs them?  
Was he trying to build muscle but didn’t know the proper way to train and thus only Bulked up?  
Does he just think muscles look cool and is having fun?  
We need more Bulk Biceps character development! =D  
Though, given how we’re seeing more and more involvement by more characters outside of the Main Six[Seven with Spike, Eight with Sunset], we may be learning more about him in the future~
