Why wouldn’t it be? Even without the twitter comment Lyra and Bonbon proposing to each other is the most logical interpretation of that scene.
 
I know some people said that they were practicing their proposals to their respective boyfriends (whom we have never seen) but that feels like a bit of a stretch.
