I already gave you several counterpoints below, and showing Chrysalis can be a competent villain, and is more then “Haha I’m evil!” and you just ignore them…  
It’s honestly pointless to continue discussing anything with you, if you’re just going to ignore everyone, and ignore everything in the show itself to “prove your point”…
 
You also ignored my comparison on “What if” if Tirek was ‘shipped with a random strange-yet-loveable OC, (like say Wheely-Bopper?) and gradually somehow became nicer, (just like fanon bugbutt) would that be great/better character development too, or does that only apply to Chrysalis, and FP? As NLTLF said it kinda seems like double-standards, and you just want to live in your own “fanon is better” bubble.  
Let me stress, I’m not hating on fanon, it can be fun to have alternative takes on characters, but hating on canon honestly isn’t much better, and said fanon wouldn’t exist if it wasn’t for some canon to build on.
 
“Villain falling in love, and gradually becoming a good guy from the relationship” is honestly just as cliché as the Saturday Morning “I’m in it for the evulz” type of villain you’re complaining about, so honestly IMO it’s no better really. That’s my opinion though…
 
One more thing… I’m not trying to bash FP, I just disagree it’s a “deeper/better” series then the show itself, nor do I agree Chrysalis is better in said series, just because she gradually becomes nicer, due to being ‘shipped with a bizarre OC… (In fact, the original creator of FP first made the character only as a gag.)  
And I still honestly don’t get the appeal of this fanon crack ’ship, aside from the fact that Yuri ’ships are very popular in the fandom. I honestly kinda liked Fluffle better before she got Flanderized, and totally consumed by this ’ship.

It wouldn’t be the same with Tirek, I dont get why you simplify her development with “she was shipped with an oc randomly”.
 
Chrysalis at the start treated Love as a mere object to get what she wanted, food and power, she mocked the concept of loving someone and deeply caring about them, and laughed hard at how “ridiculous” such sentiment was.
 
By spending time with a “hairy furball” with a bottomless source of love to feed from, Chrysalis ultimately became what she ridiculized for years, she found someone she would end up falling in love with. This is character development, Tirek loving X OC isn’t.

She has successfully infiltrated Canterlot twice, among other things. So actually she can be a good tactician at times.

The Magic Mirror, Iago the parrot, Morganna, (Darkwing Duck) a few villains from the Aladdin series, & Kronk were reformed. There were also times characters like Pete, or Kaa the snake were portrayed more nicely in certain shows, as well.
 
And how does ‘shipping her with a hairball pony somehow make her more interesting? It honestly looks kinda ridiculous, it’d be like ‘shipping Tirek with some random bat pony OC for no reason, and have him gradually act nicer.  
That wouldn’t really make Tirek more interesting to me honestly.

I think it’s well known that Chrysalis became as popular as she is because she has a vagina.
 
The problem with Canon Chrysalis is that she’s not nearly as engaging or competent as a Disney Villain she’s supposedly based off.  
She can’t fight if her life depended on it nor is intelligent, pretty much the only thing she does is command and laugh maniacally every 3 minutes (remember kids, she’s evil).
 
You may say her change of heart in Fluffle Puff was cliche, but when has a “Disney Villain” done that?  
If it makes her more complex I’d say you can fix it if it’s broken.

If canon Chrissy is such a terrible character, then honestly I don’t think she’d have as many fans as she does. (And let’s face it, fanon Chrissy wouldn’t exist without canon.)
 
Honestly, IMO not all villains have to be incredibly original, or “deep” or have tons of development to be an effective villain, or to be an entertaining character in general.  
In fact, sometimes developing a villain into something too sympathetic, giving them a sob story, or something kinda turns them into a watered-down villain, or anti-hero instead of a villain.  
(And I tend to see people bash characters like Shadow the Hedgehog for doing that, so it’s not always effective, or accepted by the viewers.)  
Don’t get me wrong, I like some characters to be sympathetic, and I enjoy anti-heroes too, but not every villain has to be that way.
