I think it’s because there’s a huge disparity between what professional wizards can do compared to regular unicorns. Any pony could become a farmer, non-weathermancers like Fluttershy could still be called in to do weather-related stuff if needed, but teleportation and transmutation spells require years of specialized training. Most unicorns only seem to know telekinesis and maybe one or two other spells related to their profession, but that’s about it. Twilight, Starlight, Sunburst, Neighsay, Starswirl, etc. comprise a tiny elite that greatly outclasses your typical unicorn.
 
I do think that regular unicorns should be classed above earth ponies, though.
