In pen-and-paper RPGs such as D&D or Pathfinder DC stands for difficulty class. It is basically how hard the task is to succeed at. In order to pass the skill check you need to roll higher than the DC.
 
A DC of 80 would be very high. Without any modifiers you cannot roll higher than 20.

The handcuffs are probably not designed for human hands so it may be possible to slip out of them. Also, given the CMCs’ record of failing at basically everything, I imagine their bondage and knot tying skills won’t be any better.
