Horns aren’t the same. Nose/face structure is different. His hands have claws, Tirek’s hands do not. Tirek has a beard and mane, this guy does not.
 
Physique isn’t even close, and the waist doesn’t look like it connects to a horse body.

I still saw people call him a recolour or that he looks almost exactly the same.  
I don’t even see match similarities
