I think Mebberson stated she drew her between the two queens from Snow White and Sleeping Beauty - clearly hauty and evil in either case.

That’s actually Queen Trottingham, which seems like a mixture of Maleficent and the Evil Queen of “Snow White”.

There is a difference between stealing and influences.

Fire Nation: Japan  
Air Nomads: Tibetans  
Water Tribe: Eskimos  
Earth Kingdom: Chinese/Mongolians  
Sun Warriors: Aztecs  
Swampbenders: Bayou people  
Guru Vathik: Indian gurus
 
Hell, in Legend of Korra, Republic City was inspired by 1920’s Hong Kong.
 
J.R.R. Tolkien was heavily influenced by Scandinavian/Norwegian mythology, Christianity, the Arthurian Legends, Finnish mythology, Celtic mythology, Jules Verne and even Shakespeare.
 
Everything has an influence. All of our stories are influenced by mythology, the Bible or folktales.

“Inspired by” is just a legal term to avoid being sued when you steal something and change a few details.

He was inspired by Norse Mythology. Just like Narnia was inspired by the Bible and how George Lucas was inspired by The Hidden Fortress and Akira Kurosawa when he made Star Wars.

Because Tolkien stole pretty much everything from already existing mythology when he made his books.
