It’s still shilling her to the audience.No, shilling is when characters go out of their way to state how awesome a character is. If there’s no direct praise, it’s not shilling, and the fact that you have to make such a stretch to make your argument work does not reflect well on you.
Oh, I’d be perfectly alright if this was what Twilight says at the end, but what I’m refering to happens right at the start of the episode, before ANY of the important stuff happens.The first thing Twilight says regarding Starlight is “I want this present to say, ‘I’m so proud of you both as a mentor and a friend. Equestria is safer thanks to you.’”
Nothing about that sentence is false. If that’s not what you meant, what did you mean? Because I cannot find anything else that matches your description.

When reviewing her Friendship Lessons as if Starlight had mastered so many and even taught some to Twilight, which we never saw on screen.That was not praise.
She also did the same in “To where and back again” when praising Starlight for the pony she had become while claiming she had only paved the path for her, which is borderline nonsense, specially when the last we had seen of Starlight had been the clusterfuck known as “Every Little Thing She Does”.Do you forget that Starlight helped to free the changelings from queen chrysalis? I would think that such a thing would be worthy of such praise.
